Hollywood actress and United Nations humanitarian Angelina Jolie has made a surprise visit to the western Ukrainian city of Lviv, the Lviv regional governor says on Telegram.

According to Maksym Kozytskyy, Jolie - who has been a UNHCR special envoy for refugees since 2011 - had come to speak with displaced people who have found refuge in Lviv, including children undergoing treatment for injuries sustained in the missile strike on the Kramatorsk railway station in early April.

The attack in the eastern Ukrainian city appeared to deliberately target a crowd of mostly women and children trying to flee a looming Russian offensive, killing at least 52 and wounding dozens more.

"She was very moved by (the children's) stories," Kozytskyy wrote.

"One girl was even able to privately tell Ms Jolie about a dream she'd had."

He said Jolie also visited a boarding school, talked with students and took photos with them, adding "she promised she would come again".

According to Kozytskyy, Jolie also met with those arriving at Lviv's central railway station as well as with Ukrainian volunteers providing the new arrivals with medical help and counselling.

"The visit was a surprise to us all," he wrote.

"Plenty of people who saw Ms Jolie in the Lviv region could not believe that it was really her. But since February 24, Ukraine has shown the entire world that there are plenty of incredible things here."

The Help to Buy scheme will provide an equity contribution of as much as 40 per cent of the purchase price of a new home and up to 30 per cent for an existing dwelling.

The scheme will enable savings up to $380,000 for new homes and $285,000 for existing ones, with price caps of between $550,000 and $950,000 depending on the state and region.

The homebuyer will avoid lenders mortgage insurance but still need a two per cent deposit and qualify for a standard loan.

Australians will be able to buy an additional stake in the home, owned by the federal government, in five per cent increments or pay the government back when they sell.

The scheme is not exclusive to first home buyers but participants must be Australian citizens and live in the home for two years.

It's expected to cost taxpayers around $329 million over four years.

Leader Anthony Albanese will announce the plan at Labor's official launch in Perth on Sunday.

It's the first time a major party has launched its campaign in Western Australia since John Curtin in 1940 and aligns with a bid to pick up the key Perth seats of Pearce, Swan and Hasluck.

Labor's finance minister Katy Gallagher also flagged an upcoming announcement on the Pharmaceutical Benefits Scheme after accusing the government of announcing its policy to slash the cost of medicines after "getting wind" of theirs.

When asked on Saturday if the opposition would make the pledge to slash medications by $10, Mr Albanese said to "watch this space".

"I don't want to make announcements here because then you might not turn up tomorrow (to the launch)," he told journalists.

A notable absentee will be education and women spokeswoman Tanya Plibersek, who will be attending the May Day March on Mr Albanese's behalf as well as launching her own campaign, in Sydney.

Mr Albanese denied the senior MP had been frozen out after failing to do anywhere near as many press conferences as her frontbench counterparts, saying Ms Plibersek was in high demand.

"Tanya Plibersek is an outstanding member of my team and no one is working harder to elect a Labour government," he said.

"She is such an extraordinary asset (and) has launched I think more campaigns than any member of the team. She's in such demand around the country."

Police have charged the skipper of a boat after a man died when it capsized on the state’s South Coast earlier this year.

Just before 11am on Wednesday 9 February 2022, emergency services were called to North Head, Moruya, following reports a boat had capsized.

Police have been told a six-metre aluminium vessel, carrying three men, tipped over shortly after exiting the Moruya River mouth.

Witnesses on the break wall tossed a lifebuoy to the men, and all three were brought back to shore.

Witnesses and NSW Ambulance Paramedics performed resuscitation on a 66-year-old man; however, he could not be revived and died at the scene.

The skipper, aged 67, was uninjured and taken to Moruya Hospital for mandatory testing.

A third man, aged 36, was also uninjured.

Strike Force Barragunda, comprising officers drawn from South Coast Police District and the Marine Area Command, was established to investigate the circumstances surrounding the incident.

Following inquiries, investigators charged the 67-year-old skipper on Thursday 28 April 2022 with negligent, reckless navigation causing death.

The man will appear at Moruya Local Court on Friday 8 July 2022.

A man will face court today charged after shots were allegedly fired following a neighbour dispute in the Hunter region overnight.

About 7.30pm  police were called to a rural property home on Durridgerie Road, Turill, about 125km west of Scone, following reports of a shooting.

Police have been told the occupants of neighbouring properties, who are known to each other, were involved in an argument before one allegedly produced and discharged a firearm while the other ran into nearby bushland.

The 42-year-old man was not physically injured.

Officers attached to Hunter Valley and Orana-Mid Western Police Districts responded and a Nissan Navara was stopped on Durridgerie Road

The driver, a 56-year-old man, was arrested and taken to Mudgee Police Station.

He was charged with fire firearm manner likely injure persons/property, possess unauthorised firearm, contravene prohibition/restriction in AVO (Personal), possess prohibited drug, and possess prohibited lant.

The man was refused bail to appear at Dubbo Local Court today..

Inquiries continue.
